The Office for Dispute Resolution (ODR) routinely uses both internal and external investigators to conduct investigations. The Director of ODR assigns complaints to both internal and external investigators on a rotational basis, depending on the caseload and availability of the investigators. ODR’s investigators all have extensive professional experience in conducting investigations, including in cases involving concerns of sexual harassment and other sexual misconduct. ODR’s investigators often reach out to parties and witnesses by email or phone in the normal course of conducting investigations.
